    Bombs killed thousands of civilians in Raqqa, and the city was decimated. U.S. lawyers insist that war crimes weren’t committed, but it’s time to look honestly at the devastation that accompanies “targeted” air strikes.... Whether this or that pile of rubble was produced lawfully, or whether or not American boots touched Syrian soil, is not nearly as important as the fact that the U.S. was free to raze a foreign city with no public discussion or accountability. Perhaps only when our foreign adventures are subject to democratic constraints will we view the starting and ending of wars—not just their conduct—as a matter of life and death.
